Okay with a bamboo or an Intuos you're absolutely set (Feng Zhu only uses intuos for example, Β you can google 'feng zhu concept art')Β
from there you just need to start learning the basics, you need to know anatomy and perspective. Your tablet skills will improve naturally as you use it more, and as you draw traditionally better.
Get an A5 sketchbook and just draw what you see, dont try to draw just for the sake of drawing yet, because even someone like feng zhu when he just goes at an image and asks 20 seconds in what hes even drawing, he has built up an impressive visual library and can do that. take that sketchbook everywhere. Draw with reference too.
start trying to get an understanding of things in a 3D space, it really helps too.
To start learning specific painting techniques on top of the line drawing techniques, you need to understand colour and lighting especially. theres plenty of books around, i personally have found many many books that will go over colour and lighting, and theres lots of free sources too, but you'll need to teach yourself those first.Β
Once you understand colours, lighting, perspective etc and have a strong foundation in the basics, your paintings and drawings will be a lot better even with no specifically strong understanding of painting techniques. For painting techniques i reccomended looking up videos on youtube and books, and websites.Β
Try to draw at least one thing every day, or do a speed painting, or do something, dont let yourself stagnate.

well one with its own screen is gonna be better than my bamboo lol or what your doing now, its tough looking up at the screen and not at your hand when your drawing/painting.
