Here are all the episodes of Kyoro-chan in Japanese. Some are DVD rips, others are from VHS, and others are from a Japanese streaming site called GYAO! A few I have both from VHS and GYAO! so I included both versions. They'll say if they're DVD or VHS rips; if not they're from GYAO!

No, unfortunately, it was never aired in the United States. I just came across the show online and started to enjoy it. It's hard to find much in English, but I found a few shorts that I think aired in Australia or Scotland at one time... I like the Japanese version, too, but it's also rare.
