Foreshortening can be easy - think of the parts you are wanting to work with like cylinders and then look at a can or bottle in a similar position to get an idea of how the angles and such work. That is, more or less, how my art professor broke it down. Granted, she was a lot more complex... but that session we spent time drawing out those concepts and the homework was to draw cylinders as well as put stuff in perspective.

Hmm... not sure how to help you figure out a base... maybe you should try going back to the basics? You know, look at the stuff that's in all of those How to Draw books and go from there...
Just a thought really, I figure that if you are having problems with some foundations and bases, maybe a revisit to the basics will help.
