Phoebe is the younger twin sister of Hayden, and second child of the family. Opposite to her brother, she was blessed with a more caring and affable nature. She is extroverted and loves conversing with others to making new friends. Phoebe and Hayden grew up close to each other, as their parents did not have much time to spare spending with them, leaving them as each other’s only company. Even as they grew up, they stayed very close due to their intimate relationship when they were younger, each playing an important role in the other’s life. They could easily say to be best friends who seem to be inseparable. Being a girl and a second born in a family with traditional values, the demanding responsibility of inheriting the family business did not lay on Phoebe’s shoulders but on her brother’s. She would comfort him whenever he was upset from disappointing their parents by little gestures such as giving him her share of the dessert. Though her education was not as strict, it did not mean that she was excused from learning the perfect etiquette early on. She was required to act elegantly in all occasions and be cultured about all kinds of topics, something that became a habit for her and eventually part of her personality. She would feel extremely embarrassed if one happened to catch her in an unladylike situation. Coming from a rich family, she was able to afford all the clothes and food that she desired. This in turn made her a picky eater who would only wear fashionable clothes and refused to let the sun rays tan her sensitive skin.
In her younger years, Phoebe was an innocent and happy-go-lucky girl who loved talking to everyone, but because of her naivety, she was taken advantage of on multiple occasions. People often took advantage of her wealth as well as her status. This lead to her becoming more calculative and careful when making decisions. She gradually gained more experience and it became harder for her to trust others. She remained a caring and extroverted person, but would no longer share personal information with everyone that she met. She chose her friends with extreme care, and loyalty was the main quality that she looked in a person. She stopped doing things like inviting acquaintances over for tea even though they had only met. She observed people more and would speak to those that she did not trust in a cold and polite tone, all friendliness disappeared. It caused many to think of her as a snob, but she rather it be that way than others using her to get to their ends. She also started sharing her brother’s pessimistic side, being influenced by him as well as by her personal experience.

It was not until her teenage years that Phoebe started to connect with Pokemon. She started gardening and went out more often than she did. She put out birdhouses on the trees in their garden, and food for the wild Pokemon to have some company while she took care of her flowers. She was amazed by the bond that humans and Pokemon could share with each other. Because of her lack of taste for adventure and battles, it was not a trainer that she was interested in, but becoming part of the Pokemon Beauty Contest. She has always had an eye for fashion, and loved to take care of her loved ones.
Her ambitions were initially harshly shot down by her parents who did not believe that it would be a suitable carrier for her, but by adulthood, she proved to them that she could be both professionally inclined by opening her own designer boutique and participating in Pokemon contests.

Phoebe loves to sew her own clothes, as well as adding her own touch to pre-designed clothes. She has her own garden and greenhouse within the family mansion and maintains it daily.
