Well, improving at photography requires 3 things:
a) An open eye. No item is too dull to photograph, no scene to ordinary.
b) You need to take a lot of shots. But not just snapshots. Think before pulling the trigger, think about composition, colours, perspective, ...
c) Read. There are many photography blogs on the internet. [link] and [link] are the ones I frequently read. Browse through their archives and you'll learn many valuable things like Rule of Thirds, the effect of Aperture, ...
The most important part is to have fun while doing it though

one (much or less) fatal flaw I have: my camera is a digicam which only has... 4 megapixels. =.=

4 megapixels just means you should downsize your image a bit, because you don't have enough actual pixels to show it full size (something you should do anyway). It doesn't really affect the quality of image.
