I do believe that Photo Finish is a mixed parody of Anna Wintou and Edith Head. The fact that she reminds people of Lady GaGa is just an unfortionate accident.

I figured her appearence is supposed to be an incarnate of the german fashion designer stereotypes, her Lady Gaga look alike just seems to be coincidence, but the clothes dosen't look like Lady Gaga style, not exotic enough.
But all in all, one of my more favorate ponies who needs more appearences than just the one episode.
