Your technically right, the long story made short goes like this: he's an b list actor who inexplicably decided to join star fleet one day. Star fleet pegged him in computer science but Tom wanted engineering since he was a competitive rocket racer so he used his very extensive contacts and hacking skills to "transfer" to engineering but for some crazy reason he can't or won't change the uniform color. His current CO Say his just vain because blue goes better with his his eyes but ..

That's really cool, but if this is Pike-era/"Where No Man Has Gone Before"-era uniforms, it'd be this almost salmon-pink color for engineering/ship's services on the shirt. [link] Blue would be sciences and medical.
