I don't understand how to open the file with photoshop 7. I downloaded it and extracted the file to a folder then what?

You suposed to extract it to the photoshop brushes folder
now you need to cut this file from where you extract it into, and past it to the right one
C://program files/adobe/photoshop/presets/brushes
than, restart the photoshop (if it was open whene you installd the brushes)
choose the brush tool and go like that: [link]
(3- choose the set that you wanna use it's brushes)
