Well he's wearing a traditional festival style outfit because the song is about a festival (doi) which consists of a hapi coat, a fundoshi and a hachimaki (the headband which is barley visible)
it;s more traditional for a male to not wear shorts over the fundoshi so I drew it as such
so that is the explanation on why he is not wearing pants~
