They are Lord Blumiere and Nastasia, I terribly felt in love with this couple as soon as I played Super Paper Mario some hours. Though Tippy's story with him was pretty obvious, I never ever lost hope about this lovely couple xD
Media: SAI + Photoshop I also used those unnamed brushes I downloaded here. I'm still looking for the owner >.<
Time: I started this at class and mature the idea in front of the computer. Let's give it 4-6 hours.

Tippi and count bleck for me was a HUGE dissapoimtment in the game, come on count! At least acknowledge that she risked her life for you! He didn't even notice until O'Chunks pointed that out.

He did notice it, O'Chunks only pointed out that Nastasia had figured out Dimentio's betrayal beforehand, which is why Mimi and O'Chunks were in Dimension D in the first place, I believe

I agree with you... while I loved Blumiere and Timpani's love, and they WERE the obvious couple, when they got married at the end, my first thought is always "But, what about poor little Nassy?!"
Bleck and Nastasia just seemed to click better in my mind, I guess.
