To start, this is a great piece. Your style, color choices, and composition are very niely done! There are a couple of issues with the wing on her head closest to the top of the piece are a little close to the edge, and it kind of anchors the character to the top of the page, whereas I think you wanted them to look more free. I also think that the neck is a little long on her, and it makes her shoulders seem smaller than they should be. I honestly think this is such a great piece, you have a very unique and fresh style, and your coloring is very nicely done! I think maybe using the shade you used for her bow and buttons might also work well with her eyes, but they are nice the way they are now. In all, this is a beatiful piece, and I hope to see more from you!

Flows nicely, looks amazing. Everything is really original and it was made beautifully.
Are those eyelashes on the eyes? It looks fine but I think you should make the eyelashes flow the other way, you know? If that doesn't make sense, tell me xD
What kind of person is she? I mean, are the wings indicating shes not human or just there for this occasion? The wings were a nice creative touch to the whole drawing.

I really like this picture, the green color is everywhere and especially in her eyes, that attract you, like you see the sky in them. 
Her hair is also nice and shiny, I love long hair in general! Bonus points for the feathers on her hair!

I love the shading/coloring you did there! The hair looks very flowing and shiney~ But the mouth seems a little too large so I think you should make it a little smaller! The chin also seems a little pointy so try to make it a little rounder. I also liked the way you colored in the eyes. I have never seen an eye style like this one before so you made it look unique. :3
Other than that, I think this is very pretty! Good job! (:
