Murasaki, a ninja working for the Red Ribbon Army, in Muscle Tower.In the American Manga, his name is Sergent-Major Purple, which seems to imply he's an actual member of the army. But the anime makes it seem like he is a freelancer, like Tao.
He knows a lot of "classic" ninja techniques for hiding and what have you. He also has several identical brothers who aid in his theatrics and combat.
All are beaten by Goku

Yeah, after I drew it I thought "Man, that is very Samurai Jack."
But I have been trying to make some of the early villains look a little cooler, so it works.
