Well, either its just the bounty for the one town where Gale happened to grab a poster and there are several others of varying severity depending on where you go, or its multiple bounties that have been pooled together. I personally like the idea of the former, where Gale basically uses Abby's bounties as a free meal (since she knows Abby has a bounty somewhere and Abby's never going to get away), but also offers to "'punish' her for them and take her off their hands."
