Well, hard to say.
When I thought him up, back when he didn't have a metal mask to breath, I originally written him as a reality where the heroes are the bad guys while the villain are the good guys, like Sonic's evil twin, Scourge.
So, to answer your question Kelly, He is a mirror counterpart, but that a different hair colour and cybernetics to keep him alive.
