In the original Japanese version of the mange Blue=Girl and Green=Rival however due to the marketing in English speaking countries (among others) their names in the manga were swapped. Said marketing had to do with the fact that Japan released "Red and Green" versions whereas English speaking countries (among others -again-) released the games as "Red and Blue" even going as far as to change the game cartridges. Most likely because the colors blue and red are often viewed as opposites more than red and green are.
So the rival is known as Blue outside of Japan however there are some non Japanese fans who prefer to call him Green. Meanwhile Red's female counterpart is often referred to as "Leaf" (as in the remake "Leaf Green") by many fans however fans also use the names "Blue" and "Green" for her as well.
The whole thing can be kinda hard to understand but I hope I was able to ease any confusion you might have had over their names.
