I think you're forgetting the fact that this comic series is about vampires as central primary characters right? The Hunters are only going to be secondary it seems first of all.
And also it seems you have a black & white worldview which by the looks of things where the comic is headed, I don't think it's exactly going in that direction.
(Besides a Organization whose main goal is genocide is basically just an example of how heroism often devolves into fascism when you're not careful enough, besides it's most likely the Vodenbergs are going to be hero antagonists To the Vampire Central characters and Protagonists in this comic story),
