Preface
Obtaining a detailed record of the life, actions, and past history of the Mandalorian known as Cin Vhetin is a daunting task. The concrete and verifiable evidence is scarce and offers few noteworthy details. It is fact that he appeared suddenly in Mandalorian space almost thirteen years ago, in the care of local farmer and occasional bounty hunter Rame Omotao. It is fact that he completed his basic training and cultural education in record time and quickly proved to himself, his tutors, and his fellow warriors that he was worthy of taking his place in battle with his brothers and sisters. It is also fact that he is reclusive, violent, and dangerous.
The details of Vhetin's past are a closely-guarded secret kept by himself and his tight-knit circle of allies. Digging into that past is dangerous work, as the aforementioned circle is very protective of their local bounty hunter and will come to his aid at the slightest sign that someone is asking leading questions. That said, Field Marshal Tobbi Dala has requested a detailed report on the histories, armaments, and status of various persons of interest in the Keldabe theater of operations. To that end, he has solicited my services to gather information on some of the city's more reclusive citizens.
What follows is the result of almost six months of exhaustive research, data slicing, personal interviews, and some educated hypotheses, all concerning Cin Vhetin: his past, his methods, his armory, and his intentions. One can only hope the honorable Field Marshal finds the report satisfactory enough to warrant future business.
I remain your ever-humble servant,

With this system, incoming speech can be translated into Basic, and outgoing speech from the user can be translated by vocal synthesis into the desired language. Sometimes erroneously referred to as a "universal" translator. Physical Description General Physical Condition As a young and combat-active Mandalorian, Vhetin prides himself on his physical fitness. That said, years of active combat service and a multitude of various wounds have put a damper on his abilities, as they do with all veteran warriors. While lacking the bulkiness of many Mandalorian bodybuilders, Vhetin is built for adaptability: strength, speed, and fortitude in equal measure. He is strong, fast, and resilient to physical injury - as all warriors should be.
Body Features Since he rarely is seen without his trademark armor, Vhetin's skin is unnaturally pale. This is made more striking by the dark tattoo around his neck, chest, and right arm.
Identifying Characteristics - Intricate Kiffar tribal tattoo, comprised of complex geometric patterns folded into twin lines that stretch around the neck, down the right shoulder, bicep, and forearm before meeting in an inverted U-shape across the back of the hand.
- Said tattoo used to also cover the face over the right eye, though such a distinguishing feature was surgically removed during Imperial employment. A simplified design now adorns the right side of Vhetin's helmet.
Special abilities Due to Salpatian physiology and genetic evolution, Vhetin shows physical and cognitive skills that, on average, total about a 17% increase in effectiveness compared baseline human abilities. He is not quite "superhuman" in the traditional sense of the term, but he is close. Enhanced abilities include:
- Speed
- Strength
- Night Vision
- Reflexes
- Cognitive function/data processing
- Memory [Null's Note: Ironic, huh?]
- Healing
- Physical Health
Apparel & Accessories When not in armor (which is admittedly rare) Vhetin prefers simple frontiersman clothing, built for warmth, durability, and practicality. He also often wears gloves, complaining that his hands are habitually cold.
Specialized Equipment
Armor
The center of every Mandalorian's life is his/her armor, and this holds true for Vhetin as well. Vhetin's armor has gone through various permutations over the years, mostly due to the strict demands of mercenary work. Currently, he wears a Mark V suit of MandalMotors B-44 Pursuit Special battle armor, code-named "Raptor" armor and specifically designed for flexibility and low weight for bounty hunters on the run.
Vhetin's personal Mark V armor, extensively updated and retrofitted by MandalMotors engineers at his request, features an extra segmented V-shaped layer of armor across the chest, a HoloNet uplink package built into the left shoulder pad, armored greaves, and magnetic clamps for weapon mounts over each shoulder. The armor is built using lightweight durasteel plates with a beskar core, providing light weight and sturdy protection in equal measure. The armor also features heavier beskar-alloy vambrances with standard mounted attachments for whipcord throwers, anti-personnel rockets, dart launchers, and flamethrowers. These vambraces are also outfitted with prototype retractable gauntlet blades, around 14 inches (35.5cm) in length - courtesy of the MandalMotors Research-and-Development wing.
The armor is painted dull black with two vertical gray stripes over the left side of the helmet and a single wide gray bar down his chest plates. This color scheme has since earned him the affectionate nickname of “Stripes”. He wears three different belts; one for his weapon holsters, one with clips for his lightsabers, and one comprised of a series of belt pouches with which he carries varying equipment. He also wears a simple black belt-skirt or kama that hangs a little past his knees and armored war boots.
[Null's Note: Vhetin has procured three such suits of this armor at no small personal cost, to be used in rotation so each suit can be cleaned, repaired, and retrofitted independently without sacrificing his place on the battlefield.]
Eschewing the use of more popular short-flight jump packs favored by many Mandalorians, Vhetin instead prefers a more versatile (but more volatile) Mitrinomon FLT-23 unit with mounted anti-personnel rocket, capable of sustained flight at high altitude. While far more dangerous than their short-lived cousins, these rocket packs are highly popular among Mandalorian bounty hunters, as they provide unparalleled battlefield maneuverability and can even be used to escape into the sky should a fight go bad.
- Maximum sustained flight time: 25 mins
- Maximum sustained flight speed: 350 mph (560 kph) (not recommended)
- Maximum sustained altitude: 15,000 feet (4500m) (not recommended)
Fighting Style and Weapons
Though he is an accomplished shot with blaster rifles and pistols, Vhetin is most at home using hand-to-hand combat and melee weapons. He is a successful practitioner of Level 4 Teräs Käsi fighting moves, and, due to his unexplained, semi-superhuman abilities, he is known as one of the best melee fighters on Mandalore.
An unusual choice for a man living among the predominantly anti-Jedi society of the Mandalorians, Vhetin is also one of the few non-Force-sensitive beings who can effectively wield a lightsaber with skill and precision. Though Gotab Skirata taught him all the classical Jedi forms of lightsaber combat, Vhetin lacks the reflexes and speed of a Jedi and therefore finds most of these forms difficult or impossible to use. As a result, he has since created his own aggressive fighting style comprised of Form II (Makashi) and Form V (Djem So), as well as converted Teräs Käsi moves.
As a primary weapon, Vhetin uses the unconventional lightsaber pike: a beskar-plated, shoulder-length spear capped with a lightsaber blade. The shaft of the weapon is black with silver insets, and the blade is dark blue. He also sometimes uses two identical normal lightsabers, the blades of which are also dark blue.
When lightsabers draw too much attention, Vhetin uses a MandalMotors GL-99 blaster with an interchangeable sniper attachment. The rifle is a triple-shot battle rifle built for accuracy and heavy stopping power, firing bursts of superheated tibanna gas capable of punching through an inch of armor plating. The weapon is particularly favored among Mandalorian hunters, though it has seen little widespread use outside Mandalorian space as its heavy weight and high price tag often dissuade more rookie hunters from using it.

Personal history Birth and Childhood (27 BBY)
[This entire section, quite extensive, has been thoroughly corrupted. It is believed that the Operative managed to compile a comprehensive report but said report was intercepted in HoloNet transit and redacted by a third party. An investigation into the interference is ongoing.]
Arrival on Mandalore and Early Career (13-9 BBY)
Nothing is known about Cin Vhetin before he appeared on Mandalore around 14 BBY as the trainee of the Mandalorian Rame Omotao. Thirteen years old and already an adult by Mandalorian standards, he usually kept to himself, rarely venturing outside his small group of friends. His sudden appearance was (and remains) a cause of speculation and even suspicion among many Mandalorians, who distrust outsiders almost as a matter of cultural pride. Even his name is the source of many rumors, as it is a derivative of a Mandalorian concept of leaving your past behind in order to embrace your future.
In truth, Cin Vhetin's origins were so mysterious because no one – not even Vhetin himself – knows where he came from. Extensive investigation into insurance claims, accident reports, and medical records (supported by with witness testimony and satellite surveillance cam footage) reveal that Vhetin was discovered half-dead at age thirteen in the remains of a starship crash near the Omotao farm. Though later investigation suggests the ship was a simple civilian transport, no concrete answers as to the ship's purpose or origins were found. No transponder code was broadcast before or after the ship's entry into Mandalorian space, and no ship black box was recovered from the wreckage. Whether this is due to simple misfortune or something more conspiratorial is a matter of debate. What is known is that the ship is believed to have carried around thirty passengers and of that number, Vhetin was the only survivor.
The young Vhetin, nearly dead from the crash, was pulled from beneath a heavy emergency door, which had both crushed him and coincidentally saved his life from the explosion caused by the ship's landing. Rame Omotao, a former Clone Wars RMSU medic, and a select few companions took the dying boy back to their home where he was subjected to almost four days of nonstop surgical operations to repair the damage done to his body. He almost died several times during the operation, having suffered pulverized bones, punctured lungs, a multitude of deep lacerations, and punctur
es from several pieces of debris, in addition to other various traumatic bodily injuries. At least four arm-length pieces of shrapnel were embedded in his torso and legs, and a smaller piece had lodged in the side of his head, causing extensive brain damage.
But the boy proved tougher than his ravaged body would suggest, and Vhetin survived the ordeal, now sporting a painful collection of unnaturally large scars across his person. He was kept alive with a constant supply of healing solutions: bacta, anodyne, and expensive imported kolto injections. A surgeon friend of Rame's was called in to outfit the boy with cerebral cybernetics to repair the brain damage -- an operation which was only partially successful.
When he awoke, he was instantly plied with questions about the crash. Vhetin, however, remembered nothing. After the trauma of the accident, the subsequent brain damage, and the invasive surgeries required to repair said damage, the young man was diagnosed with severe post-traumatic retrograde amnesia; he not only remembered nothing about the crash and his life before the accident but could not even retain basic skills like speaking or walking. He displayed the rudimentary comprehension and motor skills of a three-year-old child and had to be raised as such in order to return to an operational state.
However, as the injuries healed and the implanted cybernetics set to work, the most basic skills returned very quickly to the confused survivor. Within days he was walking, and within weeks he could speak to a certain degree. True to Mandalorian style, Omotao decided to take the young boy under his wing and raise him as a warrior. Vhetin accepted this new training with dedication, though he still didn't quite understand the gravity of the decision he had made and the future that now lay before him.
Rame taught his new trainee everything he knew about combat, bounty hunting, and the Mandalorian way of life. In a very short time, Vhetin was instructed in the art of melee fighting, marksmanship, martial arts, demolitions - everything a well-rounded warrior might need on the battlefield. From the start of his training, Vhetin showed a natural affinity for melee fighting and hand-to-hand combat, and he could soon take on even the most seasoned warrior in a duel. In addition to his lessons in combat discipline and battlefield tactics, Vhetin also became fluent in the Mandalorian language, as well as several other prominent dialects. He picked up these skills unnaturally quickly; it was rare for him to need repeated lessons and he showed a craving for knowledge that his instructors found admirable if a little zealous.
As these skills developed, it was noticed that Vhetin seemed to display superior skills and cognition when compared to many other Mandalorians of his age and skill class. When tested in earnest, it was discovered that he was faster and stronger than the majority of his peers and boasted enhanced reflexes, balance, night vision, situational awareness, and memory recall. While not exemplary of true superhuman traits displayed by, say, an Echani or a Jedi, his talents were still incredibly advanced for a boy of his age. This led to a popular opinion that he was a washout from an Imperial supersoldier program that had conscripted children in order to build them into the perfect warriors. Another rumor was that he was Force-sensitive, or even a Jedi fugitive - though easily accessible medical reports show that his blood contains a notably low midi-chlorian count, well below the levels needed to sustain a connection to the Force.
In truth, deeper study revealed that Vhetin was a member of the Salpatian sub-species of near-human Kiffar. Traditionally persecuted and exiled by their more mainstream cousins due to various genetic differences that made interspecies breeding difficult, the Salpatians' numbers dwindled until their near-extinction in the present day. Salpatians, according to galactic records, display slightly heightened physical abilities (such as faster neuron charge conduction and heightened muscle density) and a strangely high concentration of children born with psychometry - the ability to "read" the history and memory of inanimate objects by touching them. After learning of his history and the source of his abilities, Vhetin soon discovered that, through practice and strict training, he also possessed psychometric abilities. Such a skill was and continues to be very useful in his chosen profession.
[Null's Note: It is important to note that psychometry is not a Force-based ability. While many Force-sensitives do possess the ability, there is something unique to Kiffar physiology that grants them this power. The biological source of their psychometric talents is currently unknown.]
Aided by his superior physical and mental abilities, Vhetin progressed through his basic training quickly. Within two years, he had finished all the training normal Mandalorian recruits took seven years to complete. He was an accurate shot with virtually any blaster Rame offered him, could set demolitions with skill and ease, had mastered the difficulties of fighting in armor, and had perfected a fighting form utilizing the deadly (and highly illegal) lightsaber pike, his weapon of choice. This only served to further isolate him from his peers, as wielding the weapon of the Mandalorian's traiditional enemies (the Jedi) only served to make him even more untrustworthy to strangers' eyes.
Upon completion of his training, he was presented with his first real set of Mandalorian battle armor. Rame told him that the color scheme was up to him, and Vhetin disappeared for two days afterward. When he was seen next, his armor was painted matte black with blue trim. He had decorated his kit with dark blue stripes over the left side of the helmet and a single stripe down his chest plate, accentuated with a ceremonial cape and kama belt-skirt.
After receiving his armor, he also developed a habit of keeping his helmet on at almost all times. Those who knew him believed he was merely shy, while his fellow Mandalorians, spurred on by his enhanced abilities and mysterious past, believed he had something to hide. Regardless of intention, after Vhetin received his first helmet most never saw his true face again. Almost immediately, he set out into the galaxy, a full-fledged bounty hunter. Taking his newfound skills and weapons, he turned to one of the few places a bounty hunter could find work: the Empire.
[Null's Note: Vhetin later changed his armor from black and blue to a more monochromatic color scheme of black and gray. The exact reasons for this change are known only to him, though it is to be noted that the change occurred after a falling out with his then-lover, Tamai Vasser.]
The ICF (9 BBY)
Virtually the only legitimate option available for an aspiring bounty hunter, Vhetin quickly found that Imperial bounties paid much more than the average crime lord’s reward for a rival's head. He set his mind to work for the Empire, bringing in bounty after bounty and rising in notoriety and reputation until he gained the attention of Darth Vader himself. The Dark Lord decided to test the bounty hunter and attacked him while Vhetin was tracking down a nonexistent bounty on Kashyyyk, set up to draw Vhetin in. Vhetin, thinking the mission an ambush or assassination plot, did not falter in defending himself - a decision that would unsurprisingly prove very unwise.
After a short duel during which Vhetin barely managed a single stroke before being disarmed, Vader used his telekinetics to snap the bounty hunter's neck - incapacitating and paralyzing him, but purposefully not dealing a mortal blow. Though he could not stand against Vader's power, the Dark Lord was nonetheless impressed with the bounty hunter’s spirit and his prowess with a blade. After rehabilitating him in an offsite Imperial medical facility, Vader offered Vhetin a place within the Imperial Navy as an intelligence agent. Vhetin agreed, now knowing that any other answer meant death.
Working for the Empire, Vhetin was identified as an agent of the Emperor, an Imperial insignia was emblazoned across the forehead of his helmet, and he was introduced to an elite Imperial strike team that would become his home for the foreseeable future: the ICF or Imperial Correctional Force. The ICF, a black-ops task force comprised of Intelligence-contracted mercenaries, pirates, and other ne'er do wells, served the singular purpose of hunting down enemies of the Empire and performing public executions to send a message to like-minded dissidents. This team was given high-priority, high-profile missions to hunt down activists who spoke out against the Emperor, terrorist cells that opposed Imperial rule, and fugitive Jedi Knights who had survived Order 66. The latter, however, was a very rare occurrence, as the task was usually delegated to Darth Vader and his personal legion of Imperial Inquisitors.
[Null's Note: A detailed report on the ICF is an endeavor in its own right, and obtaining the blacklisted files associated with just this small snippet of information almost resulted in an Intelligence raid and a full Senatorial investigation into cyber-taps hidden in Imperial databases. Further investigation is not recommended, though if the Field Marshal insists I must recommend a 45% increase in contract pay.]
The ICF was organized so that no particular agent, so often accompanied by a lengthy anti-Imperial criminal record, had too much independence. As a result, Vhetin was frequently partnered with other task force members, working in two-man teams to complete their objectives. Among the more notable figures with which Vhetin was paired was Boba Fett, who was occasionally contracted to work with the ICF on a mission-by-mission basis.
Though Vhetin shared a hostile relationship with Fett and actively sought to avoid the superstar bounty hunter, there was no denying that the two made a deadly and terrifying team: between Vhetin’s swordsmanship and martial skill and Fett’s cunning and ruthlessness, they were almost unstoppable together and went on to hunt down several notable enemies of the Empire over the next year. But along the way, Vhetin’s dedication to the ICF's mission began to falter. After hunting down and executing a fugitive Jedi girl no older than fifteen, Vhetin began to doubt the Empire’s motives and methods equally. After several long weeks of personal debate, Vhetin turned in his resignation to the ICF task force commander, expressing his desire to return to the private sector as Fett had.
Instead of accepting his resignation, however, the commander proclaimed Vhetin a traitor and a defector and tried to have him arrested. Fett himself attacked Vhetin during the latter's hectic escape from the ICF black site base and managed to severely wound his former teammate by shooting him in the back as he fled. An injured and overwhelmed Vhetin retreated to his Imperial-issued stealth transport, Void, and escaped, shaken that the Empire would turn on their own soldiers so quickly.
It was only later that Vhetin would learn the truth behind the Empire's desperate attempt to keep him within the fold: during his tenure with the ICF, his Kiffar physiology and psychometric abilities had caught the eye of a top-secret Imperial research project, code-named Whiteclaw. The aim of Project Whiteclaw was to use advanced gene-splicing techniques to somehow meld Kiffar DNA with that of a human, and somehow find a way to artificially bestow his psychometric abilities (and his enhanced physical traits) upon Imperial soldiers. Vhetin was horrified at the implication of the project, and quickly vowed to never fall into their clutches, lest he become a cog in a great machine geared toward Imperial domination over the entire galaxy.
Freelance
Having seen the Empire for what it truly was, Vhetin eagerly returned to freelance bounty hunting, becoming a mercenary-for-hire. His reputation as a bounty hunter was (so far) faultless, and having made no small name for himself with the ICF he was known as one of the more accomplished and ruthless hunters in the galaxy. He quickly set about tearing down his reputation as a pro-Imperialist, taking only those contracts that suited his personal sense of morality and honor. Rather than fugitives and rebels, he began to focus his attention on apprehending thieves, murderers, and terrorists. This renewed attention on the scum of the galactic underworld soon earned him a reputation as a tough but fair mercenary and a reliable warrior - as all Mandalorians should be.
After a very short and very tense employment under Countess Sekha'jii of Serenno, a Coruscant-based crime lord, he was accepted as an honorary member of the Bounty Hunter's Guild, though he did not (and to this day does not) have active dealings with the Guild or its members. That said, such an induction was the final step in solidifying his reputation as a player in the upper echelons of the industry: his name now spread across the stars, and contracts began flooding in from all corners of Imperial space. He took to the newfound infamy with gusto, accepting and completing over sixty bounty contracts from a variety of posters all across the galaxy over the course of three years.
Jay (7 BBY)
Arguably one of the most important moments in Vhetin’s career was when he and Rame Omotao, now mentor and close friend, accepted a contract for a sadistic yet cowardly Imperial General named Ponsius Luun. Tipped off as to the General’s location by a planetside contact, the mission appeared exceedingly dangerous: the hunters would have to infiltrate a top-secret maximum-security prison outpost in the northern forests of Corulag, capture the general, and escape alive.
Rame and Vhetin began their attack with ruthless precision, as Vhetin punched into the heart of the outpost while Rame provided sniper fire to draw the attention of the garrison command. After securing General Luun, Vhetin was approached by the contact who had told him of the mark's location, an aged clone trooper named Tammer. Tammer revealed that he had not provided the hunters with Luun's location out of the kindness of his heart and led Vhetin to a prison cell, where a young woman was held prisoner. She had obviously just been interrogated and was severely wounded and unconscious.
Tammer asked Vhetin to help this woman escape as well. He explained that the woman was innocent of the charges placed against her and that she was scheduled for further interrogation before she was to be executed. After some reluctance, Vhetin agreed and helped the unconscious woman to his ship. The hunters escaped without serious resistance, though they were pursued by Tammer to secure his cover and avoid him being identified as a conspirator.
When the wounded woman woke, she revealed that her name was Jay Kolta and that she had formerly been a Navy fighter pilot. She explained that she had been branded a traitor after a failed counterinsurgency assault around the remains of the Malachor system and that she had been imprisoned for three months before the Sith Lord Darth Vader had tortured her in a vain effort to retrieve the name of her nonexistent employer.
[Null's Note: It is concerning how many times Darth Vader appears in this individual's narrative. If the Field Marshal requires further investigation, I may have to increase my fee to reflect the increased danger of meddling in the Dark Lord's affairs.]
After some deliberation, Kolta decided that she did not simply wish to jump ship and restart her life on the run from the Empire. She was infuriated that the Empire had betrayed her after years of loyal service and decided she wished to repay corrupt Imperials like General Luun and other criminals like him by training as a bounty hunter.
Perhaps Vhetin was moved by her story. Perhaps he saw a reflection of his own betrayal at the Empire's hands. His specific reasons are unknown, but Vhetin (like Rame many years before) agreed to take her as his student and form her into a lethal mercenary the likes of which only Mandalorian training can produce.
After several months of training - during which Jay displayed a talent for combat tactics and an admirable determination to succeed at the high-stakes career she had chosen - she and Vhetin agreed to become full partners and work together for the foreseeable future. Since then, Jay has become one Vhetin's closest allies and an undeniably useful partner. To date, all bounty contracts they have accepted have been fulfilled, and they continue to work together to great effect.
Education Like many (if not most) Mandalorian younglings, training is a communal affair. To that end, Vhetin was tutored in the ways of combat by a variety of veterans. Gotab Skirata is his most notable master, as the acclaimed swordsman trained him in the ways of lightsaber combat. Other tutors include Janada Bralor, Kramot Gon-Krull, Abigale Aaranov, and Skylat Wrest. All these tutors passed on their prodigious wealth of battlefield knowledge to Vhetin, who has taken, adapted, and often improved upon the lessons he was taught in his youth.
In addition, Vhetin attended several years of classes with the Keldabe Child Education System, mostly during the recovery period after his accident. He excelled in classes focusing on history, psychology, criminology, and ethics while receiving special marks and a class award for a dissertation paper entitled "The Philosophy of Mandalorian Militarism and its Application in True Mandalorian/New Mandalorian Diplomacy."
Employment Vhetin's primary profession, like that of many Mandalorians, is as a freelance bounty hunter and mercenary for hire. For the right price, he will travel into the galaxy and track, identify, and capture wanted persons (dead or alive) for delivery to specified recipients. This is the profession for which he is most known, though he does occasionally take various permutations of the job including tenures as a bodyguard, enforcer, assassin, and (in one strange occurrence) sport's team mascot.
However, Vhetin also lends his services as a militiaman with the Mandalorian Protectors mercenary army and defense force, where he serves as a high-altitude drop trooper or "DT". In combat, these specialized troops are fired from a dropship in protective altitude pods which then jettison after entry burn into a planet's atmosphere, allowing the DT trooper to descend the remaining altitude using controlled thruster burn from specially-designed MandalMotors jetpacks. DT troopers are sent into high-risk insertion points for recon, search-and-destroy, or flanking tactics. It is considered a dangerous but respectable role for a warrior.
Mental Trauma As a Mandalorian, Vhetin prides himself on his physical strength and prowess. However no warrior is invulnerable and most of his weaknesses stem from his admittedly fragile mental state. Living the high-stress life of a bounty hunter is far from healthy, and Vhetin exhibits many of the common symptoms of men trained in a society that values strength, courage, and dedication to others above all else - even personal safety. In this same vein, Vhetin has been diagnosed and undergone treatment for a variety of mental disorders: major depression, dysthymia, post-traumatic stress, generalized chronic anxiety, and occasional bouts of panic disorder.
[Null's Note: a full Imperial psychological report is attached. Please refer to document CV-201S.38 for further insight]
Morality & Philosophy Vhetin dedicates himself to a strict code of honor, always eager to protect victims in need and punish those who harm or manipulate others. When such victims are his fellow Mandalorians, this dedication borders on outright fanaticism, and he will not hesitate to hunt, hurt, or kill any who stand in his way.
Vhetin believes in creating good through his actions, and whatever action that creates the most good is the right one regardless of its moral implications. For example, if killing ten people in cold blood will save a hundred, he will kill the ten every time. He doesn't necessarily believe this makes him a good person, but he believes it necessary for the greater good. In his mind, the ends always justify the means so long as the ends are objectively good.
Imperial reports classify Vhetin as displaying antisocial/sociopathic tendencies, though closer observation suggests a devotion to the philosophies of consequentialism and ethical altruism, which state that the morality of an action must be judged based upon the merits of the consequences, regardless of its impact upon others or even the self. This well-meaning but rather severe outlook does not sit well with some of Vhetin's peers, who see him as overly cold and all too willing to commit violence in the name of "the greater good."
Taboos For Vhetin, the greatest personal sins are cowardice, treachery, and indecision. He is a man of action at his core and holds himself to a very strict standard of honor, loyalty, strength, and dedication to his craft and his fellows. He is also irritated by peace-loversNewke the new Mandalorians, and states that "pascifism is a convenient excuse for cowards to get out of fights they know they won't win."
Personality Characteristics
Motivation Vhetin's motivations are a tough thing to pin down. On the surface, it seems that he wants nothing more than to pursue his chosen career of bounty hunting, often at the expense of his more personal life. His missions, bounties, and various mercenary contracts often take priority over family and friends, though even he cannot explain fully why. Perhaps it is a Mandalorian's natural inclination towards conflict and violence. Perhaps it is a loftier ideal of "protecting the innocent" or "punishing the wicked."
He has stated in the past that he (like many other Mandalorians) wants to live a life worthy of being remembered, as Mando culture dictates that a person's soul only lives in the afterlife so long as their life and deeds are remembered by those still among the living. Perhaps he devotes himself so utterly to his profession in the hopes of finding that elusive something that will make his life more memorable than that of "just another bucket-head."
Savvies & Ineptitudes Skills
Vhetin displays remarkable skills in martial combat, from CQC fighting, Teräs Käsi martial arts, and swordsmanship. He is also proficient with a variety of weapons, though he tends to prefer the use of versatile mid-range battle rifles. He devotes much of his free time to training and adapting these skills for use in the field, always pursuing that trademark Mandalorian ideal of military perfection.
One of Vhetin's greatest tools of his trade is his psychometric meditation. Using this skill, he is able to picture in his mind the history of an inanimate object, seeing a scene from the past like an invisible, passive observer. This is, unsurprisingly, highly valuable to a bounty hunter and he has used it to great effect in the field - one time even tracking a contract mark through a swamp simply by touching the same paddle the bounty had used to steer his boat through the mire.
Vhetin can also use this ability on corpses and even the living, though he only does so in extreme cases. Touching a person gives him a glimpse into the mind of said person and is both excruciatingly painful and highly disturbing. When "reading" a corpse, he most often sees their final moments and feels everything the dead individual felt up to the moment they died. When "reading" a living person, it is often traumatic for both parties as Vhetin's pain transfers to the subject of the trance, and it is incredibly difficult for either individual to break free of the psychometric feedback loop.
When not on the battlefield, Vhetin often finds himself with few hobbies or homefront skills, perhaps part of the reason he spends so little time away from his precious bounty contracts. That said, he does engage in some more peaceful endeavors such as carving, Echani freerunning, Holo-gaming, and (though he will never admit it to even his closest friends) singing.
Weaknesses
Having devoted so much of his time to the pursuit of conflict and fighting, Vhetin often finds it difficult to adjust to life at home. When away from his travels he often becomes moody, reclusive, and difficult to get along with. During such times, his relationships with his peers are often strained (sometimes to breaking) and he falls into a state of melancholy. Often described as antisocial and unapproachable, Vhetin is far from a charismatic individual. He often struggles with even basic social interactions and can easily come across as cold and dismissive. Among the highly communal Mandalorians of Keldabe, the strong-but-silent routine doesn't quite have the same punch as it does on foreign worlds.
Likes & Dislikes Likes
Like his personal life, much of Vhetin's interests are centered around combat. He enjoys researching new technology, weapons, and armor advances, as well as combat techniques and martial arts history. He almost religiously keeps up to date on current galactic events (always on the scent of new contractors or bounty targets) and takes much time learning the ins and outs of complicated matters like Senate debates or planetary politics for use in the field.
When not focused on his job, Vhetin enjoys simple pleasures: good food, friends, a quiet environment, and perhaps a decent holovid to top it off. He enjoys nature, animals, lazily browsing the HoloNet, and Outer Rim Strap music (author's note: think hard rock/heavy metal).
Dislikes
As the saying goes, "hell is other people," and Vhetin ascribes to this philosophy with gusto. Put simply, Vhetin just doesn't like people: he dislikes their close-mindedness, their greed, their selfishness, and their cruelty. He dislikes being in crowds or being forced into the spotlight of attention, and downright hates having to interact with other people for long. While not fanatical enough in this belief to be considered a true misanthrope, Vhetin certainly has a very low opinion of others simply as a matter of fact (except for his small circle of friends, of course).
[Null's note: Odd that he would be so repulsed by other people as a generality, yet devote himself to bounty hunting as a way to protect that same generalized idea of "other people." Maybe his job is more the pursuit of an ideal to make himself feel like a hero than a crusade to protect the innocent. He wouldn't be the first bounty hunter to fall into that particular moral trap.]
Virtues Despite his many flaws, at his core Vhetin does try to be a good person. He is devoted to the Mandalorians and their way of life to an almost fanatical degree, and his compatriots describe him as thoughtful, kind, and always reliable even in the very worst of situations. He is a man of conflicting depths: at once a cold and violent mercenary but at another a calm, collected, and dedicated friend.
Vices Vhetin displays many of the flaws endemic to Mandalorian society: hotheadedness, stubbornness, an over-eager predisposition toward violence, and a subtle contempt for non-Mandalorians. But unlike many other Mandalorians, many of his more negative behaviors are directed internally: self-deprecation, perfectionism, and an intense sense of self-loathing.
The causes of these personal criticisms are currently unknown, though they are most likely an after-effect of the accident that robbed him of a true personal identity. When one's entire image is a carefully-constructed lie, it is very easy for the subconscious to attempt to tear down that lie.
Hygiene In the manner of a true soldier, Vhetin is always immaculately clean. His person and his armor both are kept in pristine condition and much of his free time is devoted toward maintaining the hygiene required of an individual whose body, mind, and gear are consistently stress-tested on the battlefield.
Social
Family Ties Vhetin is officially a good-standing member of Clan Bralor, though he does not take the name and is considered one of the clan's many "outrider" members. He owes this connection to his sister, Janada Bralor, who adopted him some years ago as a means to draw him closer to his Mandalorian brethren. He is far closer to Janada and her little sister, Tranyc, than Clan Bralor as a whole, but he does acknowledge his obligations to the larger clan and its often downtrodden members. Far more important are his familial ties to the Omotaos, who he privately sees as his foster parents. Rame and Mia Omotao are a constant source of support and guidance even in his independent life, and he often turns to them for advice, comfort, or simple companionship.
Religious Views Vhetin does not ascribe to the Old Religions of Mandalore, and does not practice any other organized form of spiritual belief. If forced to choose, he would most likely consider himself a spiritual agnostic: he neither believes nor disbelieves in higher powers, though he states that true understanding of such powers are far beyond the scope of a simple mercenary like himself. Even if some kind of god or supreme intelligence does exist, he theorizes, it is so far beyond mortal capacity for reason that it's a waste of time to try and understand it and an even greater waste of time to devote your existence to following the preachings of a thing you can't understand. When it comes to the matter of the Unifying Force, he isn't sure what to believe. Having witnessed the power of Force Sensitives firsthand, he knows there is something to the claims, but he isn't sure he believes in a higher intelligence connecting and guiding all life.
Social Aptitude Vhetin is an incredibly introverted individual. Even among close friends, he prefers to be the quiet voice of reason who listens rather than speaks for himself. Among strangers, he is often seen as cold and unfriendly. "Charisma" is not a phrase usually associated with him, and he prefers (like many Mandalorians) to have his actions speak louder than his words.
Relationships
Jay Kolta: Unquestionably Vhetin's closest friend, Jay is also Vhetin's bounty hunting partner. The two work very well together and have brought in many dangerous bounties as partners. Jay, a very curious young woman, is sometimes frustrated by her partner's mysterious nature, but as they continue to work together he is beginning to trust her with more details about his past. While some suspect the two of harboring romantic feelings for each other, their reliationship is and remains strictly platonic.
Rame and Mia Omotao: The Omotaos are something of parental figures to the parentless Vhetin. The couple who took the young, nameless man under their wing, Rame and Mia are some of the few people who have known Vhetin since his discovery in the crashed speeder wreckage. Vhetin believes he owes everything to the two and is intensely loyal as a result.
Brianna Bellan: Vhetin's history with bounty huntress Brianna Bellan is definitely the most complicated relationship he faces. Brianna, like Rame, was one of the first people he met after his accident and the two have been fast friends since they were both thirteen years old. They have been nigh-inseparable as long as they have known each other, and it didn't take long for this friendship to bloom into a romantic interest. However, Vhetin's severe outlook on life and inexperience with social bonds quickly led to tension, driving them further and further apart until they eventually went their separate ways. The two still struggle with their feelings toward each other, but find it increasingly difficult to spend time together.
Venku Skirata: One of Vhetin's oldest associates, Venku surprisingly doesn't know or particularly care about Vhetin's past. Vhetin often seeks his friend's advice in times of trouble, and Venku is one of the few people Vhetin truly sees as a friend. They disagree on many matters from politics to philosophy, but share a bond of mutual respect and affection.
Tamai Vasser: Vhetin's past with Tamai is another complicated relationship. Vhetin met Tamai shortly after his accident and the two quickly became fast friends and eventually lovers. Because of this, a rivalry soon developed between Tamai and Vhetin's other romantic interest, Brianna Bellan. Tamai's relationship with Vhetin soon grew toxic, and she left Keldabe. She returned only rarely and only for short periods of time, while Vhetin struck up a relationship with Brianna. Vhetin and Tamai eventually grew distant with each other, though they have recently rekindled their relationship to apparent success.
Janada Bralor: Vhetin's older sister by means of adoption. Janada is similar to Venku in that she doesn't show much interest in Vhetin's past, though she does know the details. To her, Vhetin is just her brother, and it doesn't much matter how he came to be that way. Janada is fiercely protective of her younger sibling and it is no underestimation to say that both would die for the other. The two are living proof of the Mandalorian saying, “Aliit ory'shya tal'diin,” or “Family is more than bloodline.”
Wealth & Financial state Most Mandalorians live in poverty, forced to turn to subsistence farming to provide for themselves and their cultural brothers and sisters while others take to mercenary work to keep their families, clans, and even the government at large in operating order. Vhetin is one of the latter class of adventurers and travelers who wander the stars but always return home to their fellow Mandos when needed. Vhetin is one of the more successful bounty hunters in the galaxy. While not of the same caliber as well-known names like Bossk or Boba Fett, he enjoys a stable place among the more elite echelons of the industry. And with such elite status comes elite contracts, which then lead to higher profits.
Currently, Vhetin has sole access to a private "ghost" account, which automatically passes between various institutions and investments to avoid third-party tracking and to launder potentially dirty money from his employers. The account stands at around 700,000 credits, though that number fluctuates due to contract expenses, gear upgrades, and medical care as needed.
Strangely for a Mandalorian, Vhetin does not seem to care about such wealth, and routinely donates large sums (100k and higher) to various charities around Keldabe and sends a portion of every payday to Clan Bralor, his adopted clan. He maintains a positive balance to support himself, his friends, and his way of life, but beyond that, he does not actively seek to enrich himself. When asked about this outlook, he is reported to have said, "I have enough to make sure money is something I don't have to worry about. Helps keep me focused on more important things I should be worrying about."
Conclusion
Cin Vhetin is a complicated individual. As per the Field Marshal's request, this report has attempted to pin down his history, armaments, and intentions. In reflection, it seems that the answers to those questions are just as mysterious as the man himself. With that in mind, the author of this report has this recommendation: keep him close, keep him happy, but know that he is a ticking time bomb. It is clear that Vhetin is violent, unstable, and dangerous, and it won't take much to set him off. While his chances of turning against the Mandalorians are slim to none, his anti-Imperial tendencies and his complicated past with the Empire (not to mention Darth Vader) could cause serious trouble in the future.
For now, he's useful. But in the long run, he may be more trouble than he's worth.
