Nice colour scheme, all soft shades. What happened to her arms, though? There are pieces of ribbon that I guess would go around her arms, but they seem to be floating in the middle of nowhere.
I think she could do with a couple less hairclips and badges, it looks a bit too busy in that area.
Nice contrast with the hair and eyes, too.

This is just brilliant!
I love the whole design of the character like a girly punk goth-ish thing going on. 
I also love how the eyes just POP!
although I would suggest using a darker color of a background just to give more emphasis on the color scheme that you used on the character since I think it's brilliant
