This is actually a trending meme on Weibo, the Chinese counterfeit of Twitter. It usually comes with a picture made to look like a news report on CCTV (officially known as the Chinese Central Television, widely regarded as the Chinese state owned media factory for bullshits), and the contents are usually fictional. sometimes ridiculous yet always surprisingly patriotic. This is the manifestation of a common notion shared among Chinese young educated that the reign is but a joke yet the nation itself still shows great potential.
The picture here is obviously about an low-orbit military platform, the news title below, however, claims that it is a meteorological satellite launched by the 4th artillery (fictional, but since the real world 2nd artillery is now in charge of Chinese nuclear arsenals, the 4th is undoubtedly dedicated to orbital bombardment or at least something as lethal). This is another Chinese black joke as the Chinese military has a infamous record of disguising as civilian.
"Its main purpose is for weather forecasting", it says.
"The flagship of Chinese 4th artillery, the Fengyun V meteorological satellite"
The news tickers below says "Jiaoge (possibly the author) was awarded Nobel Prize of Bullshiting"
Great art, too much Chinese pan-political humor though.

Thanks for the explanation. I don't mind the Chinese political humor. I think it's refreshing to see a little light humor from people on the inside, posting outside the Great Firewall.
