First of all, thank you for the question!! I'm still learning myself and trying new things (even when I'm not posting here), so I'll try my best to give advice but I can't say my methods are perfect xD
Personally, with shading I either 1. Paint and take more time, focusing on details like hair/fur and how the lighting interacts with the subject (and where the shadows go), and then double check that my lighting is correct,, or 2. I find simple ways to create the concept of shadow without adding too many details (so, selecting an area + adding cel shading on another layer, then adjusting the layer properties).
This would be an example of painted: www.deviantart.com/arsevere/ar… , and this is an example of cel-shading: www.deviantart.com/arsevere/ar… . The second one was done a lot more quickly than the first.
I can't really think of tips on how to reach this; it's more of "do whatever you feel comfortable with, study lighting and color theories", etc. until you find a method that works for you. Keep experimenting!
And for backgrounds, in my imagination I have a lot of "places" that I try and recreate, so whatever the aesthetic is, I find related photos to reference from and piece together the background. Backgrounds do take a lot of time though, and the more work you're willing to put in, the more detailed and realistic yours will be! You can also create simple backgrounds (for example, a grassy field with a blue sky and clouds), with less detail and still get the effect of the character or subject being "in" the world, as opposed to just floating on a white background. I've also blended photos into backgrounds as a sort of shortcut, but I wouldn't really recommend it since for me it's the lazy way. (Unless you're trying to do fast paced concept art, sketches, or photomanipulation, then it might come in handy lol).
But the best advice I can give is to just get comfortable with yourself and your drawing media, experiment, and dont get discouraged or caught up in little things! Basically, just do your best and keep improving, and have fun while doing it. c:
