I know flash works more with puppets and rigging, where as OpenToons is more hand drawn by frames. It does seem to be more vector based as well.

TBH my biggest problem at the moment is looking up tutorials on how to use it, because it's only been out for 3 days so far, and no one else knows how to use it yet either >v>;
