I'm assuming you want to commission me in order to turn it into a comic?
If that's so I'd like to have both the writer and commissioner's permission first
and if it's alright with you, I've actually never drawn a dragon before

I've done some research and will update my commission prices accordingly
but in general for the example I showed earlier would be $60+(depending on complexity and number of charcaters) USD per page
Black and white would be $30+ USD per page

Sure thing!
I use a Wacom Bamboo Splash - USB Graphics Tablet
For drawing I use Paint Tool SAI and make each frame individually
I'm waiting till I can afford Photoshop again since I lost the file on my old computer
but I would normally use Photoshop CS5 to put the frames together
for now I'm just using gifmaker.me/
oh and on SAI I use stabilizer S-4 on the settings
