Well, when popular artists have a lot of viewers, the network of people is so vast that eventually one person or two will stumble upon a artist using another person's art work. The fan/fans will usually tell the original creator of this. The art thief will than be requested by the original artist to take done the work or be reported if possible. If the art thief can't be reported, than the artist usually ask the fans to brother the art thief and higher ups to take action.
That is basically what happens from what I have gathered over the years. ^___^ Hope you found it useful!
