tell me this, in the movie Lugia comes from the deepest abyss ocean sea currents but in the game hes in a waterfall, how come its different?

i am sure there are lots of reasons considering the movie and game was created by 2 different producers. i believe. it is much more difficult to animate finding lugia in the water unless you find it like a regular pokemon. it was much easier to give him a set place with the puzzles and the exception of the silver wing.

 im not sure cut i am sure you can find fan fics about it on the internet. this is my idea tho.
