Well, i want like an anime theme, an anime character with purple hair, cool clothes, very strong, slim build, with a giant crossbow in hand with a blade at the end

well.. usually comission works is around 15~35 bucks (depends on how the artist want to charge) and usually commision is to request the artist skills to do an unorigional drawing (like existed char.. or the other artist's character)...
but seems like what you wanted me to do is design you a char.. XD...i could do that.. i will tell you what i think..
since you are 13 (lol and first guy who offers a commision) i will charge you bit different..what if you pay 29.95 to get me a 12 month membership.. as for return i will design this char you want.. what i can also do is either i would help you promote your deviant by featuring you later on..*it will be good if you start uploading works..XD (kinda like helping each other getting viewers) or i could do another drawing for you for free.. like drawing an anime char you like in my stle..(but this one have to be commision..XD designing new char is often harder T_T XD)
if you want me start working.. recently i've been kinda busy..i could do a sketch of char(like rough layout) first and send it to you this sunday.. and if you are pleased with the prograss sketch.. we will talk abt further details later on..=d
