It's the name of the folder but the convention is RMFC or Rocky Mountain Fur Con and it's held in Denver, Colorado

If the suit contain 2 or more parts (e.g. head and tail) but not full cover of body, that called partial fursuit.

Can you do Pepe Le Pew in scuba gear? He should wear a yellow full body scuba suit (with no hood) and he should wear a vest. If not, that's OK.
