Hub City is the name of the Question's home town, so I was going to parody it to Focal City, but then the Hub TV reference to ponies was mentioned and I had to go with that.

If some familiar henchies show up (and he's not busy with some world crisis) his handling of them would be as follows:

-They aren't causing problems: No reaction, don't poke the baddies.

-They're causing minor issues but nothing more than a street gang: he'll monitor the situation but let the police handle it.

-They're causing minor issues and the public is panicking: He'll call their boss, "Do you know what your henchies are up to?"

-They're causing moderate issues the type of thing that SWAT and the National Guard get called in for: He'd Start with a nice phone call, 'Please go away.' If that failed he'd call a super hero to deal with the issue (Someone who could get there in time and preferably someone who would be interested in heroing as it's own reward) With enough of a heads up (they've been planning this) he would get someone like Safari or Awesome Lad an 'all expense paid vacation to beautiful Hub City' so they'd already be on hand. If necessary he'd blow one of his 'you owe me' IOUs on the occasion. He'd also try to contain the damages via the internet (hacking stoplights, train crossings, draw bridges, the power grid, their car's GPS, etc.) to coral them away from the most fragile area's and into area's where any violent tendencies could be put to use (like gang turf wars).

-They're causing major chaos the type of thing Stalemate deals with full fledged 'Who you causing henchies, we're villains kinda stuff: See above but he'd actually get his sneaker's dirty on the ground with simple but well timed problems for their plans.

-They've managed to knock out the entire internet to Hub City (Wired, wireless, cell towers, everything). While his powers within the City would be non-existent, he does have a generator powered satellite uplink allowing him access to the outside world and you will have successfully ticked him off, he'll call in whatever favors he needs, from Awesome Woman's help to borrowing the Owl's power armor (that would be pulling in every favor the owl, and several owl associates owe him). He'll get bosses on the line and explain to them that this will go one of two ways either he'll make them look like buffoons who are second rate after their own henchmen, or how this was their masterfully crafted plot and if they have henchies like this think how powerful they themselves must be. Oh, and he may have a favor of someone who has a favor of someone with time traveling capabilities, so don't get cocky.

Overall he favors Fabian Tactics, as he isn't much of a fighter himself.

Wow. This was a much more in depth response than I planned. XD I need to keep this in case I ever need it. Heads up: The Q's and A are coming to Hub for a Museum Heist. It was spur of the moment and very low key. XD I was considering having the Answer hack museum security to mess with them if it was a slow night and be all "does your boss" know where he is... but then again... I like the idea of calling in favors and i just had a hilarious brainstorm. Would he certain call in someone who owes him a favor because he'd find her stopping them funny?

His favors are a secret until called.

A spur of the moment heist would not give him a lot of time to call in favors, unless they were already in the area. It would also have to be something rather important that would be bad to have fall into the wrong hands. Messing with them using museum security, especially if they thought it was disconnected, would be his first response.

There are a couple of minor things you need to change though.

In stats, since you're a 20 year old Pegapony, you get (+20) stat points that you have yet to spend.
You also receive a +10 Agility and Perception,
and a -10 Endurance and Intelligence because you are a pegapony,
unless you already did that.

You also get (+50) skill points from being a 20 year old pegapony.
