I reckon that the reason why Disney XD aired only 20 episodes of "Xiaolin Chronicles" is this:
The animation studio was able to make and "Xiaolin Chronicles" was going to have 20 episodes. "Drawn to be Evil" was going to be Xiaolin Chronicles' final episode and the last six episodes of the show ("Omi Saves the Holidays", "Who Shrunk Master Fung?", "Back in the Flesh Again", "The Call of the Dragon", "The Mark of the Dragon Spirit" and "Fly the Dragon!") are actually the special ones made for Cartoon Network's European feeds.
ActionFliks, owners of the "Xiaolin Warriors" franchise, wanted an animated show that will last three seasons. But the animation studio they chose was able to make a single package of 20 episodes and a special package of 6 episodes for Cartoon Network's European feeds. All of the changes you noticed in "Xiaolin Chronicles" (the voice cast, renamed Shen Gong Wu et cetera) were made because of budget constraints and an intention to make an animated show set in the United States and influenced by anime and anime-influenced animated shows such as Ruby-Spears' "Mega Man" cartoon. For example, the Tongue of Saiping is the Tongue of Cherokee in "Xiaolin Chronicles" because both Xiaolin Temples (the original one and the new one) are in the United States (that practice was borrowed from 4Kids Entertainment). In "Xiaolin Showdown", the original Xiaolin Temple is in China. Warner Bros. apparently never owned the rights to the "Xiaolin Warriors" franchise and the animation studio that made "Xiaolin Chronicles" was probably the last remnant of 4Kids Entertainment that closed its doors shortly after the production of that animated show.
I strongly believe that the voice cast of "Xiaolin Chronicles" (Eric Bauza, Michael Donovan, Jennifer Hale, David Kaye, Tara Strong and Cree Summer) are all living in Los Angeles and that the aforementioned animated show was voiced in that city. However, some of the "Behind the Voice Actors" forum members believe that Michael Donovan is still living in Canada. Therefore, it seems that "Xiaolin Chronicles" was voiced in Vancouver either by the Ocean Group/Blue Water, BLT Productions, Vida Spark Productions, Kozmic Sound, Wayne Kozak Audio Productions, Koko Productions or Azur Studios. If this was really a voice acting production by the Ocean Group/Blue Water, we got a chance to hear Tara Strong et alibi in it at last!
