I'm kinda having trouble finding a mouse-friendly hair tutorial, but I'm trying my best. I'm discovering a lot of handy art things searching for it :3
you don't think you'll get a tablet anytime soon, right? because I can find plenty tutorials for those x3
I have some tips though
I see you already use a lot of blurring. that's pretty smart considering you have a mouse, or else it will look kinda messy
you can make hair more detailed if you have a tablet, and I think you're doing pretty good on the hair shading for a mouse user
highlights in hair can be a pretty mysterious,scary, and weird thing. I'm still having trouble with it. yet I have learned in my time as an artist that highlights aren't just halfway the hair. it's a lot more complicated than that. it all depends on the lightsource. drawing overall has everything to do with lightsource, unless you're coloring without any shading. if you want some shading tutorials/tutorials on how light works, I'll send you some with pleasure!
and about those sparkles you do in the hair. I gotta get a lil 'mean here, they can be fun, but in my opinion they should be smaller. but that is just my opinion

they're not realistic, but very playful. they also aren't all in the same size and the ones that are in random spots in the hair are very small, which makes it cuter and less random. and though it may not be intended, at the bottom, it's sort of a "sparkle gradient". It is clear that you didn't intend that though. (if you did intend this, sorry) so. sparkles shouldn't be too big in my opinion, and not all the same size (unless they're REALLY SMALL, which certainly can be really cool too, if you make the sparkle have a "gradient"effect (the further away from it's hotspot, the smaller and the further away the dots are from each other

I really like the sparkles you did in this hair too. it gives a very... well... surreal? ethereal? or maybe just cute? beautiful perhaps? I don't know how to describe it. all I know is that I like the effect it has. it could be part of your style and very few people would (/should(I think)) mind. still listen to the tips about sparkles I gave earlier though (IF YOU DON'T MIND I'M SO SORRY I'M PLAYING BOSSY AND LIKE I'M KNOWING EVERYTHING BETTER ;o
You could also start on cellshading everything you draw. (sharp shading, like in this drawing:

(you would have to use linework layers for the shading)

these are all old drawings from my friend. she now has a tablet. she uses photoshop and a mouse in these drawings. there are brushes I from Photoshop I might be able to translate into Sai though. I already did that with what she uses to make the fluffy effects (see the ears (you know which I mean))
I also show you these drawings to show how far you can get with a little practice :3
