LOL no it comes from a scene in Robocop 1 where Clarence throws one of his associates out of the back of the moving van in front of Robocop's squad ca, with the eternal message of..... Can You Fly Bobby... and thats where I got it from.

Aha! In The Boy Who Could Fly, Bobby is a teenage boy with a developmental disability. But he can fly. In the climactic scene, he and the heroine of the story are running from some kind of sinister people (I don't remember) and she asks him if he can really fly before they both jump out the window.

I wonder if that movie was making a nod to Robocop, actually.
