Kisaragi is family name. Hirotaka is given name. Female (because I checked on it).
In english language (wiki, books),they usually state the given name first followed by the family name. So Hirotaka Kisaragi is the same as someone with the name, James Brown.
In japanese language or chinese, they would state the family name followed by the given name. So for me, my chinese name ζ¨ζ η. So ζ¨ is my family name and ζ η is my given name. Same like the japanese format.
