the program i use currently is clip studio paint, because i work on an ipad pro! but i've used paint tool SAI and photoshop in the past for pixel work - they all do the same thing essentially, just with different work flows (i will say my personal favorite to use was SAI, because of the binary tool algorithm! but they all function well!)

in terms of tips? my best advice, however cliche, is to stick with it! pixel art is technical and frustrating and extra hard to be good at, especially consistently! but keep practicing and you'll learn what works for you! the learning curve is steep, but rewarding!
