I think that's the puppetry characters' main feature that they have to wear clothes with long sleeves, skirts and cape to hide the mechanical part inside the puppets. So they have to wear that much. Doujin artists' job is to present otherwise. Hahaha

You are absolutely right. I was actually very surprised when I saw puppets with chests and bare arms in the past. I think their technology has become better and better all the time!  
... but yes, they still have to wear a lot of clothing, otherwise the puppeteers can't hide.  

... Now... about the doujin artists' job...  
... Yeah, time to peel back the layers! (That's too hard to draw, anyway...)
