If only Fox could've simply shot and killed Wolf right there. But no, we get some gunless action after this.

Now I really do feel that Wolf is not himself cause I read he and James had like a somewhat mentor-student thing going and if anyone got any pleasure from James' death, it was Pigma

Maybe he's not acting himself because he's just trying to mess with Fox's head ;w; Fox wasn't acting himself either, because Wolf messed with him he ended up shooting at Wolf which he usually wouldn't do.

Well, as we see later in the comic, Wolf IS on a hired mission to bring Fox down. It's not like he's going to be Mister Nice Guy.
And also, as it shows on the next few pages, Wolf wants to prove that he's better than Fox.
