His decision not to claim kingship was pretty smart for another reason- Galadriel herself would have had claim as well, and so he avoided that potential can o'worms by being his awesome self. Turgon only came by kingship because so man others died, and so while Elrond had claim by way of his dad, Galadriel had claim by way of her dad as well. Turgon was a cousin or hers if I remember right. Inheritance is complicated. True, Gilgalad gave Elrond first claim to it, but Elrond also knew that a High King of the Noldor wouldn't have set well with the Wood Elves.
And so you have one of the reasons why Elrond is in my top 5 elves ever, probably top 3.

Finrod Felagund and Glorfindel, closely followed by Legolas and Celeborn. I like Amroth too, and Echthelion and Fingon. I could keep listing for a lot longer, but these stand out to me.

Yes, Elrond is a direct descendant of Turgon, and thus also FinwΓ«. But on the other hand Galadriel is also related to FinwΓ«, and fewer generations away. But I think neither really wanted to be called king or queen.

She used to be more power hungry. But as Silmarillion or UT states it also, her wisdom grew within time. The last test of her wisdom was when the One Ring came to her reach so she could have it easily, and she refused to take it. It was that event that opened her the doors back to Aman.
As for her not making claims, I believe her marriage with Celeborn influenced that - they balanced each other in many ways which is probably why they were portrayed as a perfect couple. And it's good like that she didn't make claims, because I like Elrond and Galadriel better as allies rather than rivals. Fingolfin and Finarfin were always bosom friends, and it remained like that in Third Age.

Also, Glorfindel might be a son of Findis or IrimΓ«, Finwe's daughters with Indis (canon, but seldom mentioned). But this is just a speculation. None the less, it would give a reason for Glorfindel to be in such a high status, both in Gondolin and Rivendell.
