In this case (digital) I paint the water as the colour of the sky first (pale blue here). Then, I duplicate the layer with the parts I want reflected in the water, flip it upside down, lower the opacity and then erase the parts that are not on the water. Some resizing and over-painting is sometimes necessary, but that is most of it already done. Sometimes I also smudge the reflected image in straight horizontal lines.
