I have no idea why their original concept was fairy, to be honest. Witches are so much cooler.

Why their designs are different from regular witches? Because they come from their own school, Aridia Magic Academy.
The magic stones on them are five out of Seven Relic Crystals that were spared from destruction of Old World - of what was before current galaxy was created. Those are: Crystal of Fire (Shyr), Crystal of Darkness (Nymeria), Crystal of Earth (Tressa), Crystal of Atmosphere (Alyria) and Crystal of Water (Ramiel). The remaining two are Crystal of Soul belonging to one of handful worthy fairies, Roxy and Divine Star in possession of one of few remaining gods frol Old World, Marq.

Aridia, in fact, has only two schools - one for wizards and witches, and other for magicless people, since in aridian culture there are two stereotypes: Witch, as strong, independent, reliable and beautiful, and Fairy, as weak, stupid, fragile, hotheaded and whorish. Thus, Aridians are disgusted with fairies. Of course, there are exceptions - very few, but there are - of fairies that proven themselves to be able to fight alongside witches.
