Honestly, there is nothing smart here, strange things and dialogues come to my mind, and I just don't stop myself (Otherwise it will never go away. But now, we'll just forget about this drawing in a month or less. And that's great).
In this case, it's just a demonstration of one of the amusing features of the character: his love for old dresses. Even if the rags don't match at all with the clothes of the environment.

If the topic about the hat is not understood, I'll be surprised. All people have Classic Hats. Someone is an extraterrestrial one otherwise.
