This is an "outfit adoptable". If you read the rules directly on the comment, if you want to own the right to use this specific design and color scheme, you have to pay for it. It's exactly as-is, it's not a model or 3d image. If you want to use anything from someone who's offering it for money, obviously you must pay for it. You would need to make arrangements with the artist to use it for anything other than personal images. That's basic courtesy.
