Well first of all, you need to sort out that attitude, don't sound so down trodden about everything because it WILL reflect in your work. Be more open to your work and your mistakes, embrace it! Secondly, it could be because you're not studying. And I don't mean studying for a test or anything, but working from professionals' work like the old masters. Take what you need from someone else's painting, whether it be anatomy, drapery or proportion and apply it to your own work. And thirdly, it takes time to get good at something, especially art, because there are so many influences and so many things to to learn that it's not an over night job. I've been drawing for 7 years now and I still get things wrong. Just so long as you work from both reference and imagination you will improve but don't be upset if you don't think you're improving. If you're struggling to draw something like, say a face, draw from a few photographs and improve your knowledge of the human face - learn some methods in drawing like the Reilly or Loomis method.
