there are Thalmor in the era, pretty much any high elf in black and gold high elf robes is a thalmor rep. or ex Thalmor rep. They are around, they just ain't as racist in this era, and are small time. (their goal remains doing anything they can from the shadows to make sure the dominion wins the war of the 3 alliances. Also, in this era, they don't have as much control over the dominion, but still have an important role.
