My origin for this guy would be that he was a disgruntled former Olympic all-star athlete in multiple sports who believes that winning is everything and the only thing, and was kicked out of the sports world after being disqualified when it was discovered that he mainly won by cheating by using rigged and hi-tech sports equipment, which he later modified into weapons when he became a supervillain.

Riddler hasn't been a C-Lister since Gorshin played him in the 1960s. People like Loeb & O'Neil have painted him that way in the past for the sake of the stories they wanted to tell, but the fact is that Eddie's easily one of the most well-known villains in all of comics.
He's been a main villain in two live-action movies, countless games, even more cartoons & two big Bat-Book events from the past five years (Eternal & War of Jokes & Riddles). Even Penguin & Two-Face have been out-competed by him at this point. He's objectively an A-List villain across all forms of media.

You sure you aren't just not noticing something super obvious? Riddler has been in a lot of Batman Adaptations. The 60s series, the DCAU, 'The Batman', Brave and the Bold, Young Justice and Justice League Action. Even had his own movie and arcs in the series Gotham, as well as the Arkham games and the Telltale series. Heck, he's pretty well established as a A-Tier Batman villain. He's in the central rogues gallery with Joker, Penguin, Bane, Ra's and Catwoman as some examples of the central figures.
