Mad chemist should be chaotic evil not neutral evil. Brand is one of the most simple minded characters he should be neutral evil... And I don't think that Garen is good.

He took the entire curse of his tribe onto himself (which makes his body rot and keeps up due to his immense regeneration) and joined the league only in exchange of the mages there to find a cure of their curse, which was given by a wizard to plague their entire tribe.
Just because he likes to cause a mess and do what trolls do, doesn't mean he's instantly evil.
