Hi there sakimichan, my name is Jasper Speelman, I'm in the development team of the non-profit online Pokémon TCG simulator "TCGOne" (tcgone.net). Once there was a little girl called Clarissa, she was ten-years-old and she lived in a mental hospital, because she killed her mom and her dad. I always wondered if she and Nurse Joy were involved in a cloning experiment. Every officer and nurse looked exactly the same.

They could been androids and there was only two models: Officer Jenny and Nurse Joy. Or maybe they were aliens?! But I honestly think the animators were just being lazy and used Officer Jenny and Nurse Joy's animations for whenever they needed an Officer or a Nurse for a scene in the show.
