My sister and I can't decide for certain who this is. We're thinking she's either Galadriel or Goldberry. Could you settle this for us?

Pardon me, but this looks more like a Star to me. It would still make sense, since Galadriel is a Star, but Temperance means to mix things, to find alchemical balance between two substances - two cups of water are there for a reason. The star is pouring down water.
