I agree, it's almost standard for Hollywood to whitewash like that. If I remember correctly they only accepted white actresses when they casted Katniss. And then some people got angry when they saw Rue, like, it clearly says in the book that she's black wth people!

yeah, I think Rue and Thresh were the only poc tributes in the movie(at least the only ones the camera focused on) only because it said in the book that they were black. Like "everyone who's ethnicity's not described is white!" Oh how people were furious when Cinna was casted as black.
