i love it! an instant fav for both this and the coloured (when it comes out) and so here is the answer to your questions
1) no sorry not a chibi
2) and the second is the proportion is great you did a good job and i cannot find a single thing wrong so very good job!

if you want for it too pass as a chibi.. well if enlarging the head is too much of a hassle the easiest way to make it 'chibi like' with minimum effort is enlarging the eyes.. but the best way to go is the head and eyes of course ^-^
i don't see anything that badly out of porportion. but there are 2 things i see. 1) the neck is quite thin.. but that may just be your style..
2) the left shoulder.. if the shoulder is positioned that way it shouldn't be possible for her arm to be at that angle.. (well i guess HER right, but my left... err the arm with the staff)
ok #2 was worded badly.. if you don't understand just tell me or ignore it ^-^;; oh and she might be able to carry that staff very well if she holds it up like that, so becarful sakura! >_< you don't want to break it~ (cause you drew it so pretty and well~ <33)

hey! uh, no this could not pass as a chibi. as for perportions, her waist and neck seem really small. Also the arm on the left looks like it's on an odd angle.
other than that, great!

1. I don't think so... For that, her head should be bigger, as well as her eyes. And her body should be smaller, a little chubby.
2. There is the arm... it has kind of a weird angle compare to the position of the shoulder... And the upper part of the arm is a bit too thin. The neck is also thin. And for the legs...if the dress doesn't continue after the sheet of paper, they should be longer. If they do continue after the sheet of paper, than I said nothing at all!
