igorto right , it is a little long exposure! u can just read the camera data on the top right "Camera Data" and u can see the shutter speed is 25 second.

if u want to look at a different effect of very long exposure see this picture of the same place:

it is a 361 second.

also this one (little older) is a 391 second (about 6.5 minutes):

I was thinking the same thing, though wouldn't that make the whole picture the same way?

nah, using a tripod prevents the whole photo to be blurry. The main, stationary object remains sharp and nice, while all the things that actually move blur - in this case water and clouds, creating this amazing effect.
of course i may be wrong, some photoshop could have been used, but that's the main idea
