I'm not very sneaky taking photos of people on the street, I'm quite open about it. If they are close, engage them in conversation. If they aren't, I just snap away. I'm often caught and I wave and most the time they wave back. I've only had a couple of mildly unpleasant experiences.
I'd love to be able to use the 'cute' smile idea, but I don't have one of those. All I've got is the old guy smile. Nothing cute about that.

I'm a little bit confused by the "people" section. If you're not supposed to take pictures secretly but you're also not supposed to ask permission, what are you supposed to do?

simple! shoot fast so no one realizes that you've shot!

and then i try to be nice and always offer to email them the photos
