Description
With the fall of the tyrannical Majestic organization, Earth-United had their work cut out with "Operation Fallout" - locating leftover facilities/hidden bases across the world and recovering whatever was still inside (both prisoners and resources), while also disabling/destroying any systems that would lead to Majestic's survival and potential restoration.
On top of all that, there was also the job of rounding up Majestic's staff who had tried to escape justice and stopping Majestic's advanced technologies from falling into the wrong hands - with gangsters, warmongers and opportunists coming out of the shadows to risk getting their hands on such prizes following the power vacuum left behind.

One of these bases had yielded several individuals who were once human but had been subjected to genetic experiments that had turned them into hybrids; many of them unwilling in this endeavor as Majestic had only cared about the end results - not the well-being/consent of those they used as their lab rats.
The most notable individual was arguably the one known simply as 'Razor' - with him having been hybridized with the DNA of an alien dragon species. This had resulted in him growing in size - standing an impressive 15ft in height - along with enhancing his physical condition and gaining some psychic abilities such as telepathy and telekinesis, although their full extent is not yet fully known to him.
However, the hybridization had also mutated him; giving him not only a set of wings and a tail, but an extra set of arms as the species of alien dragon whose DNA was spliced with his own was an eight-limbed variant.

In regards to his personality, Razor - despite his more menacing sounding name - is generally a "gentle giant" with a kind/playful personality, although the scar over his eye (gained from Majestic's "tests" with him) and his impressive build is visual proof that he is more than capable of defending himself if the need arises.
As for who he was, he only has vague memories left of his past - including him been a soldier and fighting a war somewhere before he was "claimed" by Majestic, although he could not remember his original name or where his home was. As such, he has used his freedom to begin traveling the world in the hopes of finding out who he was - meeting and befriending different people around the world and using telepathy (one of the psychic powers he gained) to "shrink" himself down and hide his additional appendages when walking among the human populaces.

As for where his adventures lead next, who knows...
